On 14 March 2014, FEACO had the pleasure of meeting with José Baiges-Planas, Deputy Head of the Financial Instruments Unit (C.3) in EuropeAid.
A trained economist, Mr. Baiges-Planas has held various positions on development cooperation since joining the European Commission in 1990, and is today in charge of the management of EU regional blending mechanisms for external aid.
Mr. Baiges-Planas provided an overview of the Commission’s objectives and challenges for blending in external aid. This was followed by an active dialogue on the expected impact of an increased role of innovative financial instruments in the next programming period. Blending instruments have demonstrated an important leverage effect and positively impact the financial discipline and ownership of development projects.
